= the children spend (the hours) in their one-way relationship with televsion people

两者的关系是：whose + 名词 = of which/whom + the + 名词 = the + 名词 + of which/whom.
如果在overall consumption前面加上the,就可以选E了.

补充：关键是楼主可能没有搞清关系代词which和whose的真正功能.
which在限制性定语从句中,可以直接换写成先行词（即被定语从句所修饰的名词/代词）,并在定语从句中充当一定的成分,一般是主语/宾语；
而whose等同于先行词的所有格形式,即其's形式,在定语从句中只能充当定语,修饰从句中的某一个名词.
