4.Method
The project will be led by Mr Wong who is based in Drery’s Singapore office and a Chinese speaker.The study would be carried out by a mixture of desk based research and a site visit to North East China.The latter would be essential for understanding the positioning of the terminal in the local market and competitive factors as well as for gathering details regarding inland transportation competitive issues.Drery has allowed 5 man days in the fee structure proposal for this.Mr Wong would be accompanied by Ms Yu Jiang,a Drery consultant who is originally from North China.
It is envisaged that the site visit would include data gathering on inland transport issues,
meetings with shipping lines,forwarders and shippers and,if appropriate port authorities.Other meetings may be held with shipping lines’ regional management in London or by teleconference.In order to obtain complete clarity of the project plan,Drery requests to have access to and support from DPSL’s management team dealing with the project,in order to obtain as much detailed information as possible.The more information and support that is provided,the better the overall result of the market study will be.It will also be preferable for DSPL to assist Drery with introductions to local parties and identifying useful local contacts who may assist with information gathering and setting up meetings.
With regards to the site visit,although it will be important to visit the port in question (wherever that is),obviously because it is not handling containers at present,there will be a limit as to which local parties can be seen and what insight they can provide.Therefore,it will probably be more important to visit the competing ports and speak to people there who are actively involved in the container business.However,as the port development in question has not been identified,
Drery is unable to assess how many competing ports could be involved.Therefore,the timing of the site visit and the associated fees involved may vary from the 5 man days allowed in this proposal,which would result in an adjustment to the quoted fees.
Drery will maintain confidentiality regarding the project as required by DPSL,however this will need to be clearly defined especially with regards to information that may be disclosed during the site visit.DPSL’s further input will be required on this subject.The more open Drery can be,the better the insight gained.Desk research,which would be carried out in Singapore and London,would include gathering historical container volume data,analysing liner networks in the region and the preparation of volume projections / scenarios.

Neil Davidson joined Drery in 1997 and founded the company’s ports practice.He contributes to both single-client consultancy work and publications.His consultancy experience includes participation in port projects in locations including Europe,Asia,the Americas and the Middle East.He has also been closely involved as both contributor and editor of all of Drery’s port publications,and spoken at numerous industry conferences and seminars worldwide.Prior to joining Drery he spent 8 years with the Port of Tilbury,London,specialising in business planning.He was closely involved in the successful management buy-out of the port in 1992,and its subsequent trade sale to Forth Ports plc in 1995.He also gained freeport status for the port,acting as Freeport Manager for 2 years.A graduate of the Department of Maritime Studies,Cardiff University,
