第一个句子中charge是收费,费用,后面有定语for what you ordered,说明此处的收费是特指,因此要加定冠词.不知道你不理解是不是因为前面有个free of charge没有冠词的原因呢?
Free of charge作为免费来讲是个固定说法,没有冠词,但这不代表charge任何时候都不要加冠词.
第二个题我觉得你是不是把答案抄错了?这个题应该选D,have no access to.意思是没有取得某物的途径.很多联合国的报告中都是用这个词的.而且世界人口应当是world's population.
