the newspaper reported that （ having） the increase in the minimum wage, many people are still having trouble making ends meet.
reported难道时态没有错吗?不是应该用现在时吗?
还有有人说having既可以指newspaper也可以指people,我不是很明白,that后面引导的从句主语不就是people吗,管newspaper什么事,所以having不应该就是people发出的动作吗?

主语＋ 谓语＋that引导的宾语从句
该宾语从句：主句是many people are still having trouble..., having the increas.是many people are still having trouble...的状语
通常在that后面加个冒号,就不会产生误解了.
the newspaper reported that（后面是宾语从句）：（宾语从句你的ing短语做状语,主语是该宾语从句的主语people）having the increase in the minimum wage, （宾语从句的主句,主语是many people）many people are still having trouble to make(不应是making,应是to make) ends meet.
再问： 那为什么report要用过去式呢
再答： 1)其实这里是两个语法点：过去发生，但不强调时间，动词用过去式。本句意思是，据报纸之前报道：....主句用过去式，按正常宾语从句也应该做相应修改。但也有例外。主句用过去时，宾语从句表达的内容是科学真理、客观常识、名人格言时用一般现在时。在这里使用，想表示这件事现在还是现在的状态没有改变。如果从句改用过去式或过去完成时，语法上没有错误，但没有表达出状态。
2) even with, despite，也可以用，但句子表达的逻辑就不同,需要修改。其实原句没有错误。
Having the....., many people.... 拿着那么点加薪，许多人还是没有做到收支平衡（入不敷出）。
Even with (或Despite of) the increase in the wages substantially / unexpectedly , many people....
