在现有经济发展水平制约和巨大的农村公共物品供给缺口双重压力下,正确确定公共物品的投资优先序愈显重要.本文通过走访村民和村干部以问卷调查的方式,从农村基层视角,实证分析了现阶段农村公共物品投资优先序问题.实证结果表明：总体而言,农民对农业水利设施和道路仍然需求最高,对医疗保健、社会保障也有了较高的需求,而对信息服务、文化娱乐等则需求相对较低.但进一步分析表明不同地区、不同地形、不同区位、不同收入水平的农村对公共物品投资优先序存在显著差异.因此,我们建议要充分尊重农民意愿,根据各地实际情况正确确定农村公共物品投资优先序,进而区分轻重缓急、合理确定各项公共物品投资规模,实现有效供给.
