A,B两句用法都是对的,B句可以认为是一句定语从句,但是要注意的是that后面的glitters不是修饰gold,而是修饰all(代词,指代所有东西）,正常语序是All that glitters is not gold.
至于D句有很大问题,从意思上也不对：不是所有的金子都发光.但问题是金子总是要发光的,但是会发光的就不一定是金子了.
