美国的政治文化是由两方面组成的,即普遍的平等的个体本位的自由主义原则以及白人新教精英主义的实践政治原则,这正是美国政治二元结构的具体体现.
普遍主义原则即使美国政治体制具有开放性,同时能够为人们反对现实生活中的各种不平等,排斥与歧视提供合法的依据,这正是美国的自由人权的体现.相反因为美国的政治文化受到英国的影响,就产生了个体主义原则,个体主义原则意味着：美国宪法的服务对象是抽象的个体权利.也就是说,这一体制倾向于在个体而非群体的层面上理解并解决公民权利方面的各种问题.从而造成美国国内的人权问题的难以解决与混乱.这两种体制深植于心对美国的对外政策同样产生了巨大的影响
