Using the Kenyan case study,this article provides a framework for the application of systems approach in the design and promulgation of a national tourism training and education strategy,particularly in emerging tourist destinations in Africa and other parts of the world.In most instances,lack of coherent national tourism training policy has led to increasing fragmentation and diminishing quality of tourism training programmes that lack versatility to respond to the changing demands of the highly volatile global tourism industry.The main rationale for such a framework is based on the fact that there are various interests groups and divergent institution that are usually pre-occupied in the provision of diverse initiatives that encompassed the tourism industry in any given destination.In addition,there is recognition that the tourism industry today operates in a global marketplace that is becoming highly competitive and increasingly sophisticated.Hence,the application of systems approach in tourism training and education is crucial in the development of a vibrant and resilient workforce that is key to raising quality standards and gaining a competitive advantage in the global tourism market.
