我觉得你要是从语法的角度上来说应该不能这么用,因为前半个分句是描述人们的状态（安静）,后面的分句也应该描述的是状态,因此应该用 was seated.
如果你想后面用sat down 前面的分句可以改成,all the people became quiet when the chairman sat down.前后都是表示的一个短暂的动作.
当然这只是纯语法的分析,在日常交流中怎么说都能听懂.
