书中有句话是 Most libraries also offer special services for blind people.但是我认为应该是把介词改成 to .到底应该怎么样

offer sth. to sb 上一个短语,
而offer sth. for sb. 不是
句中offer special services 已经是一个句子了,for blind people 是另外一个部分
两个都能用
但这里好像用for 更"深情"些哈:)
