Wireless location estimation refers to the estimatedgeographic coordinates of a mobile subscriber based on measurements at basestations (BSs) or at a mobile in a wireless network.Location estimation isvery important for mobile and ubiquitous computing.The scope of wirelesslocation estimation applications includes logistics,field worker deployment,resource management,personal safety and tourism.In 1996,the Federal CommunicationCommission (FCC) determined that wireless service companies should providelocation identification for wireless emergency calls and the accuracy oflocation estimation should be within 125m [1].Since 2000,the FCC tightenedthe requirements for both mobile-based and network-based location estimationmethods.The FCC required that 67% of estimates should be accurate to within 50and 100m for mobile-based and network-based methods,respectively [2].Later,the rules for wireless Enhanced 911 were revised to improve the effectivenessand reliability of the 911 service by reporting the telephone number of amobile 911 caller and the location of the mobile phone within 50–100m ingeneral [3].These FCC rules are important factors influencing locationestimation technologies.Another reason for numerous research institutes,universities and companies to focus their energy on location estimationtechnology is market forecasts for value-added services of wireless locationestimation.It is reported that the location-based service will generate hugeannual revenues.Thus,the location- based service is considered as a standardservice in the third generation communication network.
