近几十年来,由于人口急剧增加,工业迅猛发展,呼吸产生的二氧化碳及煤炭、石油、天然气燃烧产生的二氧化碳,远远超过了过去的水平.而另一方面,由于对森林乱砍乱伐,大量农田建成城市和工厂,破坏了植被,减少了将二氧化碳转化为有机物的条件.再加上地表水域逐渐缩小,降水量大大降低,减少了吸收溶解二氧化碳的条件,破坏了二氧化碳生成与转化的动态平衡,就使大气中的二氧化碳含量逐年增加.空气中二氧化碳含量的增长,就使地球气温发生了改变.

一、全面禁用氟氯碳化物　
二、保护森林的对策方案
三、汽车使用燃料状况的改善
四、改善其他各种场合的能源使用效率
五、对石化燃料的生产与消费,依比例课税
六、鼓励使用天然瓦斯作为当前的主要能源七、汽机车的排气限制
八、鼓励使用太阳能
九、开发替代能源

In the past decades, CO2 produced by respiration and the burning of coal, oil and natural gas has been much more than that in the past due to the constantly increasing population and booming industry. On the other hand, the vegetation was destroyed through excessive deforestation, large-scale construction of city and factories on the farmland. As a result, the transformation of CO2 into organics lost some conditions. In addition, the water area on the earth’s surface has been shrinking and the rainfall has been significantly reduced. So it’s more difficult for CO2 to dissolve in water and the dynamic balance between the production and transformation of CO2 has been tipped. The result is that the carbon dioxide content in the atmosphere is increasing every year and the temperature changed with that.
Countermeasures:
1.Comprehensive ban on chlorofluorocarbons
2.Forest protection
3.Improving the energy efficiency of vehicles
4.Improving the energy efficiency in other occasions
5.Charging duty on the production and consumption of fossil fuels according to a certain percentage
6.Encouraging using gas as the major source of energy
7.Setting emission limitation on vehicles
8.Encouraging the use of solar energy
9.Developing alternative energy
