不对,后面多了一个were
应该是 Could you tell me what you were talking about?

而 tell sb.sth.= tell sth.to sb.
So 上面的句子 Could you tell me what you were talking about
= Could you tell what you were talking about to me
句子中出现were talking 指的就是过去谈论的事情是什么,如果是用 are 的话就指现在谈论的是什么.
