This Congressional hiccup notwithstanding,I reflected on how far we have come in such a short time.When I first started publishing papers on environmental security ten years ago,the topic was viewed by many experts as an esoteric digression from real world problems."Yeah,air pollution is important,but it doesn't compare with gunsmoke." Today they talk a different language as nations come within an ace of firing at each other's ships on fishing grounds of the high seas.There have been two "all but" outbreaks of violence over tuna in the northeast Atlantic,one over squid in the southwest Atlantic,and one over crab and one over salmon in the north Pacific,and one over pot-lock in the Sea of Okhotsk off eastern Russia.Many governments are becoming more concerned with food security than with military security,as well they might at a time when world grain stocks are at their lowest level in decades and agriculture is increasingly beset by freak weather as a likely harbinger of global warming.And yet,there are still political leaders who proclaim that they will not cede one square meter of territory to a foreign invader,while allowing hundreds of square kilometers of topsoil to wash away each year.
There are still further signs of a new understanding.United States Secretary of State Warren Christopher has learned during the Middle East negotiations that the most strategic liquid in the region is not oil but water.He has been urging his diplomat colleagues to recognize the new truths of the environmental cause.Other leaders singing the new song include Chancellor Helmut Kohl of Germany and Prime Minister Gro Brundtland of Norway.In my own country,Britain,even a few ecclesiastical leaders are starting to urge the merits of the environment -- though one bishop has jibbed at the title of my book,claiming that concerns of ultimate security surely belong in the church's court.
As I re-checked through this book,I figure it was quite the most difficult of all my books to write.It is far more complex in its subject matter and makeup.Its predominant theme is environmental security,but there is a larger theme,too,little though it is touched upon in the text.It is that we all share one Earth,that we are all Earthlings,and that by virtue of the environmental unity of Earth,all our futures are all our futures together.Yet many of us still prefer to think of ourselves as Americans,Britishers,Brazilians,and Indians -- even though we all breathe the same atmosphere,and we all share the same boundless and boundary-less world that is the planetary ecosystem.Willy-nilly,we are all card-carrying citizens of the One Earth.All too unconsciously,we reject the idea.As the pop group,Dire Straits,tells us,"Denial is not just a river in Egypt."
