近年来,由劳资纠纷引起的劳动关系矛盾越来越突出,以致开展行业工资集体协商成为各地管理实践的重要内容之一。本文运用协作治理理论,以温岭市为例,研究了行业工资集体协商制度。研究发现,该制度明确了劳资双方的权利与义务,培育了成熟的劳资主体,提高了职工待遇,缓和了劳资双方的矛盾,同时以制度形式明确了职工工资的给付标准。然而,现行行业工资集体协商制度还存在着诸如立法不完善、协商主体力量不均衡、工会组织不发达、协作治理观念落后等问题。为此,政府应该从立法、制度、结构和理念等方面着手克服障碍,以促进行业工资集体协商的顺利开展。

In recent years, caused by labor disputes contradiction of labor relation more and more prominent, so that the unfolding industry salary collective to negotiate becomes the important content of around one of management practice. This paper USES collaboration governance theory in wenling city, as an example, studies the industry salary collective consultation system. The study found that the system made clear the rights and obligations of both sides of Labour, cultivating mature labor subject, improved worker pay, alleviated the contradictions of both sides of Labour, and the explicit in system of worker pay pay standards. However, current industry salary collective consultation system such as legislation still exist is not perfect, negotiated subject power imbalance, union organization is not developed, cooperation management concepts backward. Therefore, the government should from the legislation, system, structure and ideas from the aspects such as to overcome obstacles to promote industry salary collective negotiation develop smoothly.
