当前中国正处在城市化的高速发展阶段，城市化过程中社区流动人口的增加将产生两个主要的影响。一方面，庞大的流动人口已经成为产业发展和城市建设的重要力量，对城市化的快速发展和经济的起到了巨大的推动作用。另一方面，由于城乡二元体制的深远影响，作为从传统计划体制下“裂变”出来的最庞大的社会群体，大量的流动人口没有纳入城乡的管理体系之内，这导致了许多社会问题都不同程度上与流动人口问题相关。流动人口的增加会给社会管理、城市建设、社会治安、文化教育等方面带来了许多新的问题。为此我们需要加强相关法律法规建设，处理好流动人口和社会各方面的利益，推进社会的和谐进步。
本 文在对宜昌社区流动人口调查的基础上，分析了宜昌市社区流动人口的现状，对宜昌市社区流动人口管理服务中存在的主要问题进行了分析，对当前流动人口管理模式进行了比较，从社区流动人口管理与城市建设、流动人口的归属取向、政府与社区互动等多个层面上分析了在城市流动人口管理中社区起到的重要作用。提出了有利于社区流动人口管理的模式，并探究了该模式的实现途径，和社工在社区流动人口管理中可以起到的积极作用。
