为贯彻落实《国务院办公厅关于当前金融促进经济发展的若干意见》（国办发[2008]126号），进一步推进贸易便利化，国家外汇管理局决定实施进口付汇核销制度改革（以下简称进口核销改革）试点，逐步实现进口付汇管理由逐笔核销向总量核查、由现场核销向非现场核查、由行为监管向主体监管转变。外汇局利用“贸易收付汇核查系统”（以下简称“核查系统”）采集进口单位货物流与资金流的电子信息，以进口单位为主体进行非现场总量核查及监测预警，识别异常的资金流动和交易行为，同时结合现场监督核查情况对进口单位进行考核分类，实施分类管理。

To implement the "State Council on the current number of financial advice and promoting economic development" (Guo Ban Fa [2008] No.126),to further promote trade facilitation,the State Administration of Foreign Exchange has decided to implement the reform of import payment verification system (hereinafter referred to import verification reform) pilot to gradually import payments in the amount written off by the verification of each transaction,from on-site verification to the off-site verification by the behavior of regulatory changes to the main control.Foreign Exchange using the "trade receipt and payment verification system" (hereinafter referred to as "verification system") acquisition of imports of goods and funds unit of electronic information in order to import unit volume as the main off-site verification and monitoring of early warning,identification of abnormal money flows and transactions,combined with on-site supervision and verification of the assessment categories of imported units,the implementation of category management.
