摘要：随着改革开放不断深化,并伴随我国社会主义市场经济体制逐步建立,对国有资产管理体制的改革探索也不断推进,特别是以国有企业为主的经营性国有资产改革取得了不少成功的经验.与之相比,行政事业单位国有资产管理体制改革,滞后于以国有企业为代表的经营性国有资产管理体制的改革.因此,改革现行行政事业单位国有资产管理体制,构建适应市场经济的新型行政事业单位国有资产管理体制,已成为当前中国经济体制改革的重要任务.为构建适应市场经济的新型行政事业单位国有资产管理体制.文章认为：我们可以借鉴发达国家和地区的政府财产管理的有益经验,按照我国社会主义市场经济体制和公共财政体系的要求,提出从资产管理全过程出发,建立资产形成科学,使用合理,外置优化,监督公正,管理高效的新型行政事业单位国有资产管理体制.

Abstract:with the deepening reform and opening up,and with China's socialist market economy system of state-owned assets,and gradually establish a management system reform of exploration and development,especially in the state-owned enterprise reform of state-owned assets obtained a lot of successful experience.Compared with the administrative institution,the state-owned assets management system reform in state-owned enterprises,lagging of state-owned assets for the representative of the management system reform.Therefore,the reform of the administrative state-owned assets supervision and administration institution,adapt to the market economy system,the new administrative institution of state-owned assets management system,has become China's current economic reform important tasks.To construct the new administrative adapted to market economy system of state-owned assets management institution.Article thinks:we can draw lessons from developed countries and regions of the government's property management experiences,according to China's socialist market economy and public fiscal system,puts forward the requirements from the assets management process,scientific and reasonable use of assets formation and external supervision and management,optimize effective new justice of administrative institution of state-owned assets management system.
