Based on the Oracle database design platform, system used to open framework: the three JAVAE hibernate struts are the telecom billing system including, several modules, acquisition module, data integration module, user management module, postage management module, the administrator management module, bill management module, accounting management module, the user service module, management module.

The Controller layer determines the security of the request and deals with the request before it calls related Model layers for further processing and returns the processing results to the user. The database of the system is designed on Oracle platform. Three open source frameworks of Struts, Hibernate and Spring from JAVAE are used. The telecom charging system includes several modules such as data collecting module, data integrating module, user management module, charge management module, administrator management module, bill management module, accounting management module, self-service module, privilege management module.
