本文主要分三部分：一、探讨行政不作为的基本理论,包含行政不作为的概念、特征及构成要件；二、分析我国行政不作为的现状、类型及原因；三、借鉴西方国家对行政不作为的监督控制机制,结合我国国情提出对行政不作为加以遏制的法律建议.
