第一种提法 当shall表示 说话人向对方提出建议或征求意见,由对方做出决定 这个意思时,要用于第三人称,不能用于第二人称,例如:Shall they come in?
第二种说法 当shall表示 征询听话人是否愿意 这个意思时,要用于第二,三人称的疑问句中,例如:Shall you go with me?Shall he come to Beijing tomorrow?
这两种说法都正确吗?

shall 作为情态动词用,主要用法有两点：
1. 用于第一和第三人称的问句中,表示征求对方的意见.常译为".好吗?”“要不要.”.
例如： Shall I turn off the light ? 我把灯关掉好吗?
Shall he wait for you ?
2.用于二三人称的陈述句中,表示命令,威胁,警告,允诺,规定等.
例如： One of our rules is that every student shall wear school uniform while at school. (规定）
"You shall get a new bike if you pass the exam,”my father said.(允诺）
You shall fail if you don't worker harder. (警告）
