公共关系的主体一般有两类:一是公共关系的构建者和承担者,称为需求主体；二是公共关系机构,专业从事公共关系的组织机构,代理着特定组织的公共关系工作,其实质是公共关系的实施主体.
社会组织的变动从两方面理一是社会环境是不断变化的,要适应这一变化,社会组织就应适时地进行目标、功能机构及人员的调整.二是社会组织本身也是要不断发展变化的,在不同的发展时期,组织的形象目标也会有所不同.
任何组织面临的环境都是在不断变化发展之中的,不变是相对的,变化才是绝对的.
