( 11 ) An investor who receives an offer to be placed on a waiting list and notify the operator of RES within 15 days of receipt of the decision to inform the operator that you accept the offer.If the answer is positive,the operator is required to plant investors officially turn on the waiting list with the date of application .
( 12 ) The investor of the operator to obtain a positive response RES shall ,within 30 days,make payment of the deposit ,which is a guarantee that the plant will be completed in due time and that can not be greater than 1 % of the total investment cost of the project or submit a bank guarantee for the same amount payable per call ,after which confers official status as a potential privileged producers and the right to sign the preliminary contract for the purchase of electricity .Projects with a total installed power plant does not exceed 23 kW ( Micro - RES ) ,not subject to payment of the deposit.
( 13 ) The method of payment and the amount of cash deposits under paragraph ( 12 ) of this Article shall ,at the proposal of the Ministry ,a special decision of the Government of the Federation ,which
shall be made within six months from the date of entry into force of this law .

13.根据政府部门提议即联邦政府特别决定,本条款第12段下的支付方式及现金存款金额应于本法生效之日起六个月内决定.
