朋友，我看你对这题目的了解不够，甚至忽略了解题最关键的一个词the.
have the time跟have time是不同的。
have the time是“知道时间”的意思；
have time = be free，“有空”的意思。
Could you tell me what time it is? = Do you have the time？也就是你的题目，他们是同义句，意思是：“可以告诉我时间吗？”
只是Could you tell me what time it is?比Do you have the time？语气更加委婉，礼貌，让听话者比较容易接受而已。
解析：
1.A.yes,I do 的意思是“是的，我有”，在语法上是没有错误但是在意思上是错误的，简直是答非所问，提问者是想问时间，不是想知道“有没有时间”。当然如果题目换成Do you have time？那A就可以选，因为Do you have time？的意思是“你有空吗？”/“你有时间吗？”
2.B.Of course,I have。不能的选的原因跟A一样，如果题目换成Do you have time？（注意没有the哦），那么B依然可以选。
3.C. A quarter to ten这是一个具体时间，刚好回答了提问者的问题Excuse me,do you have the time？“打扰了，你知道现在几点吗？”。
