2.The Reduction of Unemployment and Active Employment Policies
For the members of the European Union,the past twenty-five years have been market by two major trends in the social field.First of all,there has been a high and persisting rate of unemployment,a sign of imbalance on the labour market.Second,following the Maas-tricht (1092) and Amsterdam (1997) Treaties,a unified economic and monetary area has been created while at the same time the labour markets and systems of social protection wit-hin the Member States have remained as varied as before.During this period of high unemployment,the policies of full employment characteristic of post-war government thinking have given way to policies of reducing unemployment.As reported by Catherine Levy (2003),in the mid-1970s,support measures for recruitment started to appear,the corollary of which was a lowering of the cost of labour.In essence,these measures were directed towards young people.At the same time,at the other end of the chain,early retirement systems were set up.Lastly,greater rigour in the payment of unemployment indemnities was a factor leading to a turning point in social protection systems.These measures were broadened after 1981,with minimum social benefits and support for jobs widely interlinked.
