确实不需要do,即使要用do也只能用doing,但习惯上直接加名词就好了,加了doing反而有点意思累赘,不符合英语国家语言习惯
assign sth.(to sb.) | assign (sb.) sth 分配（某物）；分派、布置（工作、任务等）
assign sb.to sth.(通常用于被动语态) 委派、派遣
所以这里to为短语里面的介词,后接名词或V-ing,且此处为被动态,to不省略
