四、我国应对农产品出口中的绿色贸易壁垒的对策
1、强化国民绿色经济意识,完善国内环保法规
（1）加大传媒宣传环保的力度.21世纪经济的主旋律将是绿色经济,政府应呼吁提高国民的可持续发展意识,开展环境教育.环境教育的最终目的是为了将环境意识化为公众自觉的环境行为,因而要充分发挥媒体的舆论作用,鼓励公众参与环境保护事业,使其知晓我国经济的“绿化”是一项公益事业,受益的应是整个国家和每一个公民.
（2）制定和完善国内相应的环保法规.在国内立法方面,应加快我国环境保护法律与国际接轨的步伐,缩小与发达国加环保水平的距离.其中,值得注意的是,国际社会在处理贸易与环境争端案件时,与贸易有关的国际环境法和国内环境法往往倍受重视.
2、改善我国农产品生产的外部环境
（1）整治农业环境,治理农业污染.主要是加强对农业环境、渔业水域、草原牧区、特别是土壤环境的监测.一是要定点、定期对主要农(畜)产品污染情况开展例行监测；二是开展对大中城市郊区、工矿企业周围等重点区域土壤环境例行监测；三是定期对重要水源进行常规性监测.
（2）控制农业水源污染,解决湖泊、大中型水库的富营养化问题.首先要纠正或扭转偏施、重施氮肥的习惯,推广节氮施肥技术.调整肥料结构,实行配方平衡施肥,大力发展多元高效肥,推广专用复合肥,积极推行有机无机肥配套施肥体系,同时应加强改善生态环境的新技术的研究.其次,要推进有机肥工程,以减少化肥的用量,采用多种形式使秸秆还田,集中处理加工畜禽养殖基地的鸡粪、猪粪等使之成为商品有机肥料.
（3）加强对农业环境科学的研究.政府应增加农业环保科技的投入加强农业保护宣传培训,提高各级农业管理与技术人员及广大农民群众的农业环境保护意识,增加科技投入,引进国外先进的农业环境保护技术模式,引导农业结构合理化,逐步建立起农业经济、生态环境和社会效益相统一的农业结构体系,努力做到生产技术生态化,生产过程清洁化,农业产品无害化.
